Thus, with the implementation of the peasant reform of 1861, the following major transformations were carried out in the tax system: the system for collecting trade tax was changed, land taxation was introduced, income tax was established, zemstvo fees and taxes were introduced - for the maintenance of zemstvo self-government bodies, schools, hospitals, etc.

Under Alexander III (1845-1894), the tax system of Russia continued to change: the poll tax was abolished, the excise tax on alcohol was increased, the excise tax was introduced on matches and taxes on inheritance and money capital. In 1885, the institution of tax inspectors was introduced, who were ordered to send out pay slips and notices of due payments with their own hands.

During the reign of Nicholas II (1868-1918), on the initiative of Pyotr Stolypin, a project was developed to transform the state administration and taxation system in Russia. In fact, it provided for all the main elements of the tax systems of developed countries that are modern today: property taxation based on an independent assessment of the value of property; progressive taxation of income of individuals, taking into account the amount of the subsistence minimum established by law; the use of a combination of individual excises with a single turnover tax for almost all goods (a prototype of value added tax).

The result of all these activities was a well-functioning system of financial receipts. On the eve of the First World War, Russia occupied a fairly strong financial position.

During the war (1914-1918), revenues from the wine and vodka monopoly fell out of the country's budget due to the introduction of the "dry law", customs and forest revenues were reduced, etc. Emergency taxes were introduced: military tax, income tax, etc.

In the first years of Soviet power there was a practical liquidation of the tax system. In 1918, by the Decree of the Council of People's Commissars, the financial bodies of Russia were abolished, and the collection of taxes was transferred to the jurisdiction of the created financial departments of the provincial and district executive committees.

During the period of the New Economic Policy (NEP) (1921-1930), the taxation system was restored and developed.

Indirect taxes prevailed. Excises have been introduced on a number of goods: salt, sugar, kerosene, tobacco products, matches, textiles, tea, coffee, vodka. In total, during the NEP period, 86 types of payments to the budget were in effect. In 1930, a system of regional, district and city tax inspections was created. In the late 1930s tax districts were created in the countryside, the positions of tax agents were introduced.

During the Great Patriotic War (1941-1945), due to the need to mobilize resources, a 100% rate was established for income and agricultural taxes, which was then replaced by a special military tax, which was abolished after the end of the war. In addition, a tax was introduced on bachelors, singles and small families.

Another reform of the Russian tax system took place in the 1960s. Tax inspectorates merged with state revenue inspectorates, a mandatory payment was established for state enterprises, called "payment for fixed assets and working capital", and an income tax was introduced from collective farms.

The current tax system in Russia is based on more than 20 laws covering, in fact, all spheres of the economic life of the state. In terms of its structure and principles of construction, the tax system basically reflects the tax systems common in world practice. The list of applicable types of taxes practically corresponds to the generally accepted in the modern market economy and to a large extent to the set of taxes and fees used in tax practice earlier.
